I have heard the Maryland law criticized because it doesn't describe "reasonable terms". I know that MLA is getting ready to issue a press release that better defines this. What standing will this have in relation to the new law?

Does the law cover or have there been conversations about media? There's a lot of original content and award winning films that are unavailable for library collections and research.
